Mohammed Yasser Abdel Rahman Abdel Raouf Arafat al-Qudwa al-Husseini

Mohammed Yasser Abdel Rahman Abdel Raouf Arafat al-Qudwa al-Husseini (Arabicمحمد ياسر عبد الرحمن عبد الرؤوف عرفات القدوة الحسيني‎‎; 24 August 1929 – 11 November 2004), popularly known as Yasser Arafat (Arabicياسر عرفات‎) or by his kunya Abu Ammar (Arabicأبو عمار‎, 'Abū `Ammār), was a Palestinian leader and a Laureate of the Nobel Prize. He was Chairman of the Palestine Liberation Organization(PLO), President of the Palestinian National Authority (PNA),[3] and leader of the Fatah political party, which he founded in 1959.[4] Arafat spent much of his life fighting against Israel in the name of Palestinianself-determination. Originally opposed to Israel's existence, he modified his position in 1988 when he accepted UN Security Council Resolution 242. Arafat and his movement operated from several Arab countries. In the late 1960s and early 1970s, Fatah faced off with Jordan in a brief civil war. Forced out of Jordan and into Lebanon, Arafat and Fatah were major targets of Israel's 1978 and 1982 invasions of that country.
Arafat remains a highly controversial figure whose legacy has been widely disputed. He was "revered by many Arabs," and the majority of the Palestinian people, regardless of political ideology or faction, viewed him as a freedom fighter who symbolized their national aspirations. However he was "reviled by many Israelis" who viewed him as a terrorist.[5] Israel has also accused him of mass corruption, secretly amassing a personal wealth estimated to be USD $1.3 billion in 2002 despite the degrading economic conditions of the Palestinians.[6]
Later in his career, Arafat engaged in a series of negotiations with the government of Israel to end the decades-long conflict between it and the PLO. These included the Madrid Conference of 1991, the 1993 Oslo Accords and the 2000 Camp David Summit. His political rivals, including Islamists and several PLO leftists, often denounced him for being corrupt or too submissive in his concessions to the Israeli government. In 1994, Arafat received the Nobel Peace Prize, together with Yitzhak Rabin and Shimon Peres, for the negotiations at Oslo. During this time, Hamas and other militant organizations rose to power and shook the foundations of the authority that Fatah under Arafat had established in the Palestinian territories.
In late 2004, after effectively being confined within his Ramallah compound for over two years by the Israeli army, Arafat became ill, fell into a coma and died on 11 November 2004 at the age of 75. While the exact cause of his death remains unknown and no autopsy was performed, his doctors spoke of idiopathic thrombocytopenic purpura and cirrhosis.

Education and 1948 Arab–Israeli War

Arafat (second from right) with other civil engineering students in Cairo University, September 1951
In 1944, Arafat enrolled in the University of King Fuad I and graduated in 1950.[7] He later claimed to have sought a better understanding of Judaism and Zionism by engaging in discussions with Jews and reading publications by Theodor Herzl and other prominent Zionists.[8] At the same time, he became an Arab nationalist and began procuring weapons to be smuggled into the former British Mandate of Palestine, for use by irregulars in the Arab Higher Committee and the Army of the Holy Warmilitias.[9]
During the 1948 Arab–Israeli War, Arafat left the University and, along with other Arabs, sought to enter Palestine to join Arab forces fighting against Israeli troops. However, instead of joining the ranks of the Palestinian fedayeen, Arafat fought alongside the Muslim Brotherhood, although he did not join the organization. He took part in combat in the Gaza area (which was the main battleground of Egyptian forces during the conflict). In early 1949, the war was winding down in Israel's favor, and Arafat returned to Cairo from a lack of logistical support.[7]

After returning to the University, Arafat studied civil engineering and served as president of the General Union of Palestinian Students (GUPS) from 1952 to 1956. During his first year as president of the union, the University was renamed Cairo University after a coup was carried out by the Free Officers Movement overthrowing King Farouk I. By that time, Arafat had graduated with a bachelor's degree in civil engineering and was called to duty to fight with Egyptian forces during the Suez Crisis; however, he never actually fought on the battlefield.[7] Later that year, at a conference in Prague, he donned a solid white keffiyeh–different from the checkered one he adopted later in Kuwait, which was to become his emblem.

Leila Khaled

Palestinian hijacker, feminist, and activist. Leila Khaled (also Layla Khalid), long-time activist and Central Committee member of the Popular Front for the Liberation of Palestine (PFLP), was born on 9 April 1944 in Haifa, Palestine. Her family left Haifa as refugees to Lebanon on 13 April 1948, just before the State of Israel was established. Khaled joined a Lebanese cell of the Arab Nationalists Movement (ANM) in 1958. She was a student and activist at the American University of Beirut (AUB) in 1962 to 1963, but left because of financial difficulties and was employed as a teacher in Kuwait for a number of years. In Kuwait she became active with al-Fatah, which did not grant her request to join its military wing. In 1968 Khaled made contacts with PFLP cadres in Kuwait, and in 1969 she was accepted for military training in its Special Operations Squad. She left Kuwait for Amman, Jordan in 1969 in order to undertake resistance activities. Khaled became infamous when she and a male colleague hijacked a TWA airplane headed for Tel Aviv on 29 August 1969, forcing the flight to land in Damascus, where they blew it up after emptying it of passengers. Khaled underwent a number of clandestine plastic-surgery operations in Lebanon to transform her world-renowned face. In 1970 she commandeered another flight with a male colleague (who was killed in the operation) on behalf of the PFLP. This hijacking, of an Israeli El Al airplane, was thwarted, and the plane was forced to land in England, where Khaled was held by the British government and eventually released in a prisoner exchange. Khaled repeatedly stated that the aim of the hijackings was to gain international recognition of the plight of Palestinians as an issue of national dislocation and desire for self-determination rather than a refugee problem to be resolved through charity. Her well-known biography, My People Shall Live (1971), demonstrates a combined feminist and nationalist orientation, and provides a leftist analysis of the Palestinian-Israeli conflict. Khaled survived a number of assassination attempts - in one, Israeli forces killed her sister. She attended university in the Soviet Union in the early 1980s, married her second husband in 1982, and worked with the PFLP-affiliated Palestinian Popular Women's Committees in Damascus following its establishment in the mid-1980s. She is a member of the Palestine National Council and a high-ranking leader in the General Union of Palestinian Women. Khaled's stances have not softened with age. In the 1990s she denounced the Oslo Accords, calling them fundamentally flawed because they did not address the status of Jerusalem, the ending of the Israeli occupation of territories occupied in June 1967, the right of return for Palestinian refugees, or Palestinian sovereignty. Although her actions are considered terrorism by many in the West, she has achieved the status of political icon throughout much of the Arab world.

Israel Cohen stated years later that enthusiasm for Zionism in New Zealand was not equalled anywhere with such friendly notice in the Press

A number of New Zealanders, moved by the history of their people and its struggle for emancipation, have idealistically decided to settle and live in the land of Israel. Some have descended from well-established pioneer families. Most were in comfortable and secure positions. They believed they would fulfil their life's ideal, as well as retain their religious affiliations, by assisting in the building up of the new Israel and in the rehabilitation of the thousands of the persecuted who have assembled there from the four PAGE 211coiners of the earth. Amongst the first to leave for Israel was Dr Edward G. Joseph, a grandson of the pioneer Wellingtonian, Jacob Joseph. He has become famous in the Holy Land and beloved for his skill, his bravery in besieged Jerusalem during the Arab attacks and his Hebrew malapropisms. His home became a popular rendezvous for New Zealand soldiers during the Second World War. Amongst others who have, for idealistic reasons, departed for Israel, have been Mr John Nathan, a great grandson of the Kororareka and Auckland pioneer, David Nathan, and Mrs David L. Nathan herself, the devoted Zionist leader.
The New Zealand Zionists believe that their task will not be completed until the downtrodden remnant of their people, especially those living in Arab countries, are rescued, rehabilitated and firmly settled upon Israel's soil. At all times, it is hoped, bonds of friendship will tie New Zealand and Israel. For Jews, Israel is the symbol of world peace. Its people are imbued with a noble spirit of democracy and a fervent desire to fulfil the Biblical ideal of the brotherhood of all mankind. New Zealand Jewry is also hopeful that Israel will soon provide it with some of its cultural and spiritual needs— "That the Law will go forth from Zion and the word of the Lord from Jerusalem."

1. (S) Summary. In his December 3 meeting with Israel

Defense Intelligence Director Yadlin, Representative Robert

Wexler (D-Florida) referred to his previous meeting with

Likud Party leader Netanyahu (reftel) and asked for Yadlin's

assessment of the possibility of Israel and the Palestinian

moving forward on the basis of an "economic peace." Yadlin

said Israel's relations with the Palestinians need time; the

next Israeli Prime Minister and perhaps the next PA President

will need the time to build trust. Trying to move directly

to a solution will result in violence as in 2000. Yadlin

said the Palestinians have established two entities. Abbas

and Fayyad rule the West Bank with Israel's support, while

Hamas has established a terrorist entity in Gaza. Yadlin

stressed that Israel is on the right track in the West Bank,

while he advocates taking a "much tougher" approach to Gaza.

Yadlin said Israel can find Hamas officials where they live

and work in Gaza. If the firing of rockets and mortars from

Gaza continues, the IDF will "use this card," i.e. resume

targetted assassinations, in order to "change the paradigm."

End Summary.

2. (S) Representative Robert Wexler, accompanied by staffer

Jonathan Katz, control officer and PolCouns called on Israel

Defense Intelligence (IDI) Director Major General Amos Yadlin

in the Kirya December 3. Noting that he had just come from a

meeting with Likud Party leader Bibi Netanyahu, Congressman

Wexler noted the Netanyahu is talking about an economic plan

for developing the West Bank, while Prime Minister Fayyad

says the Israeli-Palestinian dispute is not economic in

nature. Proceeding from the assumption that Netanyahu is

likely to form the next Israeli government, Wexler asked

whether Yadlin thought it would be possible to marry

Netanyahu's economic plan with Fayyad's pragmatic approach of

getting "deliverables" and reducing the IDF's role.

3. (S) Yadlin replied that the Palestinians are only

Israel's number four threat in the IDI's assessment,

following Iran, Syria, and Hizballah. Although the

Palestinians are not the IDI's top concern, Yadlin said he

would answer the question by noting that it will take time to

marry Netanyahu's approach to Fayyad's. If the parties

attempt to move straight to resolving the conflict, the

attempt will collapse and result in violence as in the start

of the Second Intifada after the 2000 Camp David summit. The

key question is how can the Palestinian Authority control

terrorism. Yadlin said the USSC General Dayton is doing "a

very good job" of training the PA Security Forces, but Yadlin

quoted Dayton as saying that the PASF will need three to five

years to build its counter-terrorist capabilities, including

a functioning justice system.

4. (S) Yadlin said the IDF is out of the Jenin area unless

it receives reports of a "ticking bomb." The PA, however, is

ignoring Gaza and Fayyad insists on paying salaries in Gaza,

which helps Hamas. Yadlin said this is a "big mistake."

Yadlin noted that the Palestinians have created two entities.

President Abbas and Fayyad condemn terrorism and stress that

Palestinian national goals can be achieved through

negotiations. They rule in the West Bank with Israel's

assistance. In Gaza, a terrorist organization is in power

and Hamas preaches that Palestinian aspirations can be

achieved through terrorism. This division provides Israel

with a "historic opportunity" to prove that Hamas' approach

will fail.

5. (S) Yadlin insisted that Israel must not withdraw from

the West Bank too soon or it would pave the way for a new

wave of suicide bombings inside Israel. Israel's good

security situation is a direct result of the IDF and Shin

Bet's sustained effort to destroy terrorism in the West Bank.

This efforts continues every night of the year. It will

take time to build trust between the next Israeli prime

minister and perhaps the next PA president as well. Yadlin

said he is satisfied that Israel is now on the right track in

the West Bank. The IDF has figured out how to remove

obstacles that affect the Palestinian economy while leaving

in place the means to ensure Israel's security. In Gaza,

however, Israel needs to be "much tougher."

6. (S) Congressman Wexler asked why Fayyad wants to send

money to Gaza. Yadlin said Fayyad fears that if he does not,

Hamas will bring in money from Iran, but Yadlin added that

this concern was misplaced. Hamas' control of Gaza provides

an opportunity. Since the terrorists are now the government,

Israel knows which terrorist is sitting in what office and

where their homes are. They have come out of hiding and into

TEL AVIV 00002745 002 OF 002

the open, so the IDF can identify and find them. Yadlin

warned that if the shelling of Israeli communities from Gaza

continues, Israel can "use this card" against Hamas. It will

"change the paradigm," he concluded.

7. (S) Comment. While Yadlin did not use the phrase

"targeted assassinations," it was clear from the context that

he is advocating this approach to countering the threat from

Hamas. It was also clear that he strongly opposes those in

the GOI who advocate maintaining a base of currency flow into

Gaza. End comment.

8. (U) CODEL Wexler did not have the opportunity to clear

this cable.

Chinese Government Launching Online Attacks

China is often blamed for launching online attacks, but the evidence is almost always circumstantial. Many of the targeted espionage trojans seem to come from China, but we can't actually prove it.

However, some new evidence has just surfaced.

On 17th of July, a military documentary program titled "Military Technology: Internet Storm is Coming" was published on the Government-run TV channel CCTV 7, Millitary and Agriculture (at

The program seems to be a fairly standard 20-minute TV documentary about the potential and risks of cyber warfare. However, while they are speaking about theory, they actually show camera footage of Chinese government systems launching attacks against a U.S. target. This is highly unusual. The most likely explanation is that this footage ended up in the final cut because the editor did not understand the significance of it.

Here's the critical snippet from the program:

Spain's pro-Palestine hint irks Israel

The Israeli regime expresses shock and despair over the Spanish foreign minister's call for a pan-European push towards the UN's recognition of an independent Palestinian state.

Tel Aviv formally protested on Monday Trinidad Jimenez's recent expression of optimism that the next month's meeting of EU foreign ministers in Poland would yield progress towards the issue, Reuters reported.

Yigal Palmor, a spokesman for the Israeli foreign ministry, announced Monday that the Spanish ambassador to Tel Aviv, Alvaro Iranzo, was summoned to the foreign ministry and that the Israeli regime was in a state of 'amazement and disappointment' over the remarks.

Israel has expressed its serious concerns to Iranzo over the possibility of UN recognition of Palestine as an independent state.

The Spanish ambassador has reportedly responded by alleging that Jimenez's comments were 'misunderstood.'

Jimenez stated in an interview with El Pais newspaper on Sunday that "there's the feeling that now is the time to do something, to give the Palestinians the hope that a state could become [a] reality."

"We have to give them some signal, because if we don't, it could generate great frustration for the Palestinian people," she added.

The Palestinian Authority is to formally submit a request to UN Secretary General Ban Ki-moon for membership in the world body on September 20, when the UN General Assembly will commence its 66th session.

Israel's ministry of military affairs has reportedly paid nearly USD 22 million to purchase what has been described as 'crowd dispersal' weaponry to confront protest rallies that are expected to erupt in support of Palestine's UN recognition around the time the formal plea is submitted at the world body.

How protests against Israel (and Flagman) saved lives in Gaza

Israel appears to have backed away from an even more massive assault on Gaza – for now – largely because of protests in Egypt and the broader sense that Israel “lacks legitimacy” to carry out more aggression despite assured diplomatic cover from the United States. This is an enormous victory for people power, and as a result lives have undoubtedly been saved.
In recent days Palestinians in Gaza, hearing the sounds of Israeli warplanes, explosions and drones all around them at all hours, worried that Israel was preparing to launch a massive assault on Gaza similar to “Operation Cast Lead” in 2008 which killed more than 1,400 people, injured thousands and laid waste to civilian infrastructure.

Israel’s unprovoked attack on Gaza following Eilat operation

Beginning on 18 August, Israel launched an unprovoked series of air raids and extrajudicial executions in Gaza, as reprisals for the Eilat attack earlier that day in which unknown assailants killed 8 Israelis including two soldiers, according to official Israeli accounts.
Despite its initial accusations, Israel has provided absolutely no evidence that the Eilat attack had anything to do with Gaza. Nonetheless, Israel went on a killing spree which took 14 lives in Gaza, including a 2-year old child, a 13-year-old boy, a doctor and several members of resistance factions.
Prior even to the Eilat operation, Israel had continued its wanton-killing-as-usual in Gaza, with the execution-style murder of Sa’d al-Majdalawi, a mentally disabled teenager, who was shot ten times in the head by Israeli occupation forces on 16 August.
Yet despite the horrifying toll, Israel has backed away from an even bigger assault as itagreed on a truce with Palestinian factions who had been firing rockets back at Israel in response to the Israeli air raids on Gaza.
One Israeli civilian was killed in the city of Bir al-Saba (“Beersheva”) as a result of a Palestinian retaliatory strike.
So far the truce appears to be holding.

Israeli Prime Minister Netanyahu’s Website Defaced by Egyptian Hacker

An Egyptian hacker managed on Sunday to hack into the website of Israeli Prime Minister, Benjamin Netanyahu, and placed a picture of Egyptian soldiers raising the Egyptian flag in Sinai during the October, 6, 1973, on the sites’ homepage. The hacker who managed to penetrate the webpage of Netanyahu wrote “Anti Zionism”; the site was then gradually taken offline.

The hack is seen as a symbolic message to Netanyahu regarding the ongoing Israeli military escalation, and illegal occupation of Palestine and Arab territory. The hacker also wrote “Egypt is the greatest civilization, established more than 7000 years ago, but the terrorist state of Israel stole the Palestinian lands, and killed children”.

The hacker said, “Do you know that Israel was established on paper in 1948! Before Egypt installed its railways, do you know that you, and your state, are nothing, nothing, nothing”, and added, “I know you will be angry when you see my message, but please don’t hurt yourself, we want you sound and healthy so you can see the end of Israel, to see how your terrorist state disappears”.

The hacker placed a picture of a Palestinian child killed in an Israeli air strike targeting Gaza, and wrote “I advise you to stay away from Egypt; because we will make you a picture similar to the child you killed”. The website was recovered by went online again to its original state twenty minutes after it was hacked.
